"During a night early in July 1940, Pilot Officer Webster was captain and pilot of an aircraft detailed to carry out an attack on the German battleship "Scharnhorst" whilst she was lying in the floating dock in Kiel Harbour. On arrival over Kiel the aircraft was picked out by the searchlights and subjected to a continuous hail of gunfire from the entire harbour defences. With great courage and determination this officer dived to 250 feet to attack and Sergeant Bissett, the navigator and bomb aimer, directed him with great skill and coolness on to the target. This is one of many occasions when this officer and airman have displayed conspicuous gallantry and devotion to duty."

"This officer was captain and pilot of an aircraft detailed to carry out an attack, from a very low altitude, on the shiplift on the Canal at Magdeburg during a night in August, 1940. In spite of illumination by
two searchlights and gunfire from twelve antiaircraft guns, he carried out this attack successfully from a height of only fifty feet.
Recently Pilot Officer Webster carried out a low attack on the oil refinery at Leuna and pressed home his attack with the same courage and determination in the face of enemy opposition. His skill, keenness and devotion to duty provide a fine example to his fellow pilots."
Details: Second award received as a bar for on the ribbon of the first DFC.
