BIOGRAPHY: 
Viktor Lutze was a member of the NSDAP since 1922 and of the Reichstag (German parliament) since 1930. In 1933 he became SA-Obergruppenführer and was the Oberpräsident (governor) of the Province Hannover until 1941. He was killed in a car accident in Potsdam.
